1978 – 1986: Began as Customs Officer, rising to Principal Investigation Officer (Kenya)
and Head of Inspectorate Division.
- Duties included: Entry processing fraud investigation, misdeclarations and valuations and foreign exchange fraud
- Required to verify the quantity and nature of goods passing through the ports, inland container depots, airports and border stations
- Duties as Principal Investigations Officer included: heading the investigation and inspectorate branches of what was then known as the East Africa Community
- After the community was disbanded duties were performed for the Kenya Customs and Excise Department
- Controlled regional offices via posting at central office
- Disciplining officers and eradication of fraud were an intergral part of the job
